The Germans are racially inferior to both French and English in the air, and the probability of effective blows over the deadlock is on the whole a probability in favour of the Allies. Nor is there anything on or under the sea that seems likely now to produce decisive results. We return from these considerations to a strengthened acceptance of Bloch.

For Ernest Bloch, the primeval forest with its thick spawning life, its ferocious beasts, its brutish phallic-worshiping humanity, is still here. Before him there still lie the hundreds and hundreds of thousands of years of development necessary to make a sapient creature of man.

The living fact about war so far is that Bloch has not come true yet. I think in the end he will come true, but not so far as this war is concerned, and to make that clear it is necessary to trouble the reader with a little disquisition upon war omitting as far as humanly possible all mention of Napoleon's campaigns. The development of war has depended largely upon two factors.

Other writers and translators in large numbers added to the lustre of Galicia as a centre of Hebrew literature. By the end of the century these things had come so far into military theory as to produce the great essay of Bloch, and to surprise the British military people, who are not accustomed to read books or talk shop, in the Boer war.

The party had listened with interest to this speech, but by the time it was ended the hour was late, and they went their ways homeward, leaving only one man who had sat unheeded in a corner the whole evening through.
