Lepine considered the matter so important that he cabled next day that he was sending Inspector Pigot to New York to investigate the affair further, and to confer with our bureau as to the best methods to be taken to apprehend the murderer.
Kennedy had evidently employed the interval in developing his plates, for he now had ten or a dozen prints, all of exactly the same size, mounted on stiff cardboard in a space with scales and figures on all four sides. In the course of his study of Bertillon, he came upon the reminder that to use the Frenchman's own words 'the gray eye of the average person is generally only a blue one with a more or less yellowish tinge, which appears gray solely on account of the shadow cast by the eyebrows, etc. Now, the thinning of the eyebrows and lashes, and the clearing of the forehead of its hanging locks, must considerably decrease that shadow.
Because, if you should ask me, I may say that I've been a mother to them, too, and it enrages me to find out that all those wretched, squirming, thankless creatures have been petted and studied and have had their legs counted and their Bertillon measurements taken years before either Scott or I came into this old fraud of a scientific world!"
There the finger-print sheets, and for the time being Bertillon cards, of all criminals who have been convicted of violating federal laws are to be kept. The prints and Bertillon measurements of new arrivals at government prisons and jails will also be sent there for classification, none of this work being done at prisons as heretofore.
