As presented to Berlin and Vienna it read as follows: "If Austria consents to stay the march of her troops on Servian territory; and if, recognizing that the Austro-Servian conflict has assumed the character of a question of European interest, she admits that the Great Powers may examine the satisfaction which Servia can accord to the Austro-Hungarian Government without injury to her rights as a sovereign State or her independence, Russia undertakes to maintain her expectant attitude."

Sir E. Grey proposes that the French, Italian, and German Ambassadors should meet him in conference immediately for the purpose of discovering an issue which would prevent complications. Partial mobilization of Austro-Hungarian army ordered. Russian Foreign Minister warns German Ambassador that Russia cannot remain indifferent to the fate of Servia.

"In that event, she would be anxious to see you safely married to some other person?" "Oh, she was. She visited me, several times, and advised me not to risk a life-long unhappiness by becoming mixed up in the maze of Mid-Europe politics. And there is something else. Poor Elizabetta Zapolya, who is somewhat older than me, is in love with an attaché at the Austro-Hungarian Embassy in Paris."

It is the seat of a Roman Catholic bishop and at the outbreak of the war had a population of about 18,000. During the war it suffered a varied fate. On September 1, 1915, it was captured by the combined German and Austro-Hungarian forces which had accomplished a month before the capture of Warsaw and had forced the Russian legions to a full retreat.

The first indication of this change was gleaned from the wording of the official statements, covering military operations on the Italian front for June 9, 1916. No longer is there any mention of Austro-Hungarian advances, but on the contrary this term appears now in the reports concerning the military operations of the Italian troops, who are also reported as "making attacks."

He quickly saw, what Germany would not see, that Russia was so much interested in Servia, for both political and religious reasons, that any attempt by the Austro-Hungarian Government to coerce Servia, to interfere with her territorial integrity or independence as a sovereign state, would inevitably rouse Russia to military action.

If this be true, it should be visible in the workings of the constitutional restrictions upon monarchies that have developed in the past fifty years, during which the principle of democratic government has advanced with enormous strides over a great portion of the globe. In the Austro-Hungarian monarchy there is restricted woman suffrage.

By noon of July 21, 1915, the Silesian troops of Von Woyrsch had stormed the bridgehead on the Vistula between Lagow and Lugawa-Wola, with the result that Ivangorod was now inclosed from the south, while to northwest of the fortress Austro-Hungarian troops were fighting on the west bank of the Vistula.

There is also a very pretty picture of a cat in the act of effecting its escape from the basket in which it had been confined, and a wonderful crayon sketch of Maria-Theresa's stepson, Archduke Francis-Ferdinand, the heir to the Austro-Hungarian throne.

Nearly four weeks later, on July 23, the Austro-Hungarian government, fixing responsibility for the assassination upon Servian intrigues, presented to Servia a number of demands which formed a very drastic ultimatum, requiring compliance within forty-eight hours, with the alternative of war.
