The Government of Austria-Hungary, having conducted a secret inquiry, declared that it had proofs that the instructions and the weapons for the crime came from Servia.

On July 24 the German Government told the Powers that it approved the Austrian note, as being necessitated by the 'Great-Servian' propaganda, which aimed at the incorporation in the Servian monarchy of the southern Slav provinces belonging to Austria-Hungary; that Austria, if she wished to remain a Great Power, could not avoid pressing the demands contained in the note, even, if necessary, by military measures; and that the question was one which concerned no Powers except Austria-Hungary and Servia.

Even if Herr Naumann ceases to promote the idea of Central Europe, in reality a new programme which would do away with the old evils and assign a new mission to Austria-Hungary is inconceivable. All the declarations of the government are only destined to conceal their real intentions.

This evolution of the war is almost logical, for Germany's aim is and was Berlin Bagdad, the employment of the nations of Austria-Hungary as helpless instruments, and the subjection of the smaller nations which form that peculiar zone between the west and east of Europe.

The following statistics show the increase in our trade with the countries with which we have reciprocal trade agreements from the date when such agreements went into effect up to September 30, 1892, the increase being in some almost wholly and in others in an important degree the result of these agreements: The domestic exports to Germany and Austria-Hungary have increased in value from $47,673,756 to $57,993,064, an increase of $10,319,308, or 21.63 per cent.

A French journal, touching on this Austrian problem, wrote: "Austria-Hungary has been killed and now France is striving to raise it to life again. But Italy is furiously opposed to everything that might lead to an understanding among the new states formed out of the old possessions of the Hapsburgs.

Even before the war, there was a great deficiency of timber in parts of Europe. It amounted to 16,000,000,000 board feet a year and was supplied by Russia, the United States, Canada, Sweden, Austria-Hungary and a few other countries of western Europe.

But the Turkish Foreign Minister agreed that internal affairs in Austria-Hungary were an even more perilous sphere for Russian intrigues than were the Turkish; if I had no hesitation in accepting, he also could be content.

He has up till now received no reply, but he fears Russian mobilisation against Austria will have increased difficulties, as Austria-Hungary, who has as yet only mobilised against Servia, will probably find it necessary also against Russia.
