The bank was closed for want of funds, the hotels had no guests, the stores had few customers, and these had no money, the commission houses could find no cotton to sell and no goods to buy. Every thing was completely stagnated. All the men who could carry muskets went to the field. When we occupied the town, there were not three men remaining who were of the arms-bearing age.

There was so little mechanical art among them that they bought of the English colonies part of the vessels for their interior navigation. The chief element of strength was the military, arms-bearing character of the population; each man was a soldier.

From January on into the summer of 1676 the war-whoop, the gun-shot and the torch again terrified the colonies. Aided by a few allies, King Philip was making his last great effort. He carried the war to within twenty miles of Boston. Of ninety towns in New England, thirteen had been burned; six hundred buildings had been leveled in smoke, and six hundred arms-bearing colonists killed.

But the trustees were deaf to complaints. They maintained that the one thing lacking for prosperity from silk and wine was perseverance, that the restriction on land tenure was necessary on the one hand to keep an arms-bearing population in the colony and on the other hand to prevent the settlers from contracting debts by mortgage, that the prohibitions of rum and slaves were essential safeguards of sobriety and industry, and that discontent under the benevolent care of the trustees evidenced a perversity on the part of the complainants which would disqualify them for self-government.

Picture, if you please, a country remarkably similar in its physical characteristics to the Blue Ridge Region of our own South, with the same warm summers and the same brief, cold winters, peopled by the same poverty-stricken, illiterate, quarrelsome, suspicious, arms-bearing, feud-practising race of mountaineers, and you will have the best domestic parallel of Albania that I can give you.

Shooting these innocent, fearless creatures, who have not learned that we are here for their destruction, is too like murder and treachery combined. Hunger should be our only excuse. My forbearance, or weakness, is a sort of unspoken bond between us. But I am a peasant, too, you know. I do not come of the lordly, arms-bearing blood.

But the country called for skilled soldiers and representative men to join the great work of upholding the Union. A matchless contingent of Union officers went East. California had few arms-bearing young Americans to represent its first ten years of State existence. But it returned to the national government men identified with the Pacific Coast, who were destined to be leaders of the Union hosts.

If the war is to last another year we want the Shenandoah Valley to remain a barren waste. "U. S. GRANT, Lieutenant-General. "MAJOR-GENERAL SHERIDAN, Charlestown, Va.: "In cleaning out the arms-bearing community of Loudoun County and the subsistence for armies, exercise your own judgment as to who should be exempt from arrest, and as to who should receive pay for their stock, grain, etc.

But, whether the fortress of arms-bearing Tritonis smile Upon him, or land which the Spartan colonials grace, Or home of the sirens, with poetry let him beguile The years of young manhood, and at the Maeonian spring His fortunate soul drink its fill: Then, when later, the lore Of Socrates' school he has mastered, the reins let him fling, And brandish the weapons that mighty Demosthenes bore.
