The Great Powers may make what stage-play they will, but they are not maintaining their incalculable armaments for aggression upon one another, for protection from one another, nor for fun. These vast forces are purely constabular creatures and creators of discontent phenomena of decivilization.

Simple aggression and unrestrained violence in great measure gave place to shrewd practice and chicanery, as the best approved method of accumulating wealth. A different range of aptitudes and propensities would then be conserved in the leisure class.

It is difficult to say what check, or even reverse, the arms of Persia might not have at this time sustained, if the spirit of Thales had animated his Asiatic countrymen generally; if the loose Ionic Amphictyony, which in reality left each state in the hour of danger to its own resources, had been superseded by a true federal union, and the combined efforts of the thirteen Ionian communities had been directed to a steady resistance of Persian aggression and a determined maintenance of their own independence.

A body of great nobles and proprietors, not too numerous for secret deliberation and wealthy enough to counterbalance either the Commons or the Crown, would form, Temple hoped, a barrier against the violence and aggression of the one power and a check on the mere despotism of the other.

America has used that year and a half to great advantage. Knowing that the attack might reach us in all too short a time, we immediately began greatly to increase our industrial strength and our capacity to meet the demands of modern warfare. Precious months were gained by sending vast quantities of our war material to the nations of the world still able to resist Axis aggression.

War is the result of the action of the herd instinct in man upon the old instinct of aggression. At least aggressive war is. Men in all their social relations show the play of these instincts; in war it is the old aggressive instinct, the old passion of the pack, that dominates them; and it is the ancestral herd-fears that overcome them in their panics.

I do not expect that the troops will come as far as the banks of the Sutlej, or that any positive act of aggression will be committed; but it is evident that the Ranee and chiefs are, for their own preservation, endeavouring to raise a storm, which, when raised, they will be powerless either to direct or allay.

These two acts one of international terrorism and one of military aggression present a serious challenge to the United States of America and indeed to all the nations of the world. Together, we will meet these threats to peace.
