At a later period, on the other hand, this relation of receipts was entirely reversed. For instance, in 1582-3 the wardens secured only £4 10s. 4d. from their ale, while proceeds from other sources amounted to £17 9s. 7d. In the thirty-one years from 1556-7 to 1587-8 in this parish the recorded wardens' expenditures had more than doubled.
Trinity Church cost 9,080 pounds 9s. 3d., and that sum was raised partly by subscriptions and donations and partly by the sale of pews. Who gave the ultimate threepence we cannot tell, neither are we told in what way it was expended. The architecture of the building is Gothic.
Neither is this a solitary instance. The contractors on the Shannon improvements and many of the railroads, where the labourers earned 9s. a-week, were compelled to suspend their operations because those turbulent people turned out for wages so exorbitant that no contractor could afford to pay them; and not only stopped working themselves, but forced those who were anxious to earn a livelihood to give up also.
The Report of the comptroller-general himself is, on the whole, decidedly cheering; and he says of the convicts, that, 'taken as a body, I am inclined to believe they are anxious to do well, and by honest and steady conduct, to regain here that position they have forfeited in their native land. When inquiring of government whether the same scale is to be adopted at Fremantle as at Van Diemen's Land, he says, that at the latter place the cost of officers such as magistrates, superintendents, overseers, storekeepers, religious instructors, medical men, &c. allowed for each 300 convicts, amounts to L.1337, 3s. 6d. per annum, or L.4, 9s. 2d. for each convict.
During the night a serious misfortune befell the latter. Three 5.9s fell actually in the trench and caused thirty-five casualties, including all the sergeants of the company. On the eve of an attack such an occurrence was calculated to affect the morale of any troops. That the company afterwards did well was specially creditable in view of this demoralising prelude.
The astonishing advance of landed property in Birmingham: nine houses, and thirty acres of land, two hundred and fifty years ago, were valued at the trifling rent of 4l. 9s. 6d. per annum; one of the acres, or one of the houses, would at this day bring more. We may reasonably suppose they were under-rated; yet, even then, the difference is amasing.
It is my sweet privilege to state that the labors of many of these forty servants of the Lord, whom I assisted, were especially owned of God during these two years. There took place very many conversions through their instrumentality. From May 26, 1848, to May 26, 1850, the sum of £184, 9s. 4½d. was expended on the circulation of tracts. Supposing the father to earn 9s. one of the children 3s. another 2s. and another 1s. od. the magistrate conceiving they are able to earn that, or the overseer being willing to give them the money for their labour, whatever the deficiency is, is made up to the amount I have stated.
At one place, I was told that the brother of the occupant had sent him, from America, money to make the house a little more comfortable. He roofed it with slate. The rent was raised from L2 9s 4d to L13 10s. I may remark here that the tenants complain that the present Earl, through his agent, Capt. Dopping, is even more oppressive in a steady, cruel manner than the late Earl.
As Sturk lay his length under the bed-clothes, with his back turned upon his slumbering helpmate, he was, in the spirit, sitting perpendicularly in his great balloon-backed chair at his writing-table, in the window of the back one-pair-of-stairs chamber which he called his library, where he sometimes wrote prescriptions, and pondering over his pennyweights, his Roman numerals, his guttæ and pillulæ, his 3s, his 5s, his 9s, and the other arabesque and astrological symbols of his mystery, he looked over his pen into the church-yard, which inspiring prospect he thence commanded.
