Viola Martin organized patriotic clubs among the women and aroused whatever voters seemed lethargic. The day of election came and Bernard was elected by a majority of 11,823 votes; but the electoral boards gave the certificate of election to his opponent, alleging his opponent's majority to be 4,162.

The postal revenue receipts amounted to $237,879,823,60, while the payments made for the postal service from the postal revenues amounted to $237,660,705.48, which left a surplus of postal receipts over disbursements Of $219,118.12, the first time in 27 years in which a surplus occurred. The interest-bearing debt of the United States June 30, 1911, amounted to $915,353,190.

This report stated the exports of the United States in articles of their own produce and manufacture, at $19,587,055, and the imports at $19,823,060. Of the exports, nearly one-half was carried to the kingdom of Great Britain and its dominions; of the imports, about four-fifths were brought from the same countries.
