It will be found that the free people of color are most numerous in some of those States which accord them the fewest political privileges; and in those States which have granted them the right of suffrage they seem to see but few attractions. In Maryland there were, in 1860, 83,942 free people of color; in Pennsylvania, 56,949; in Ohio, 36,673. In neither of those States were they voters.
Of these, only 1512 had been killed in action or by accident, while 133,700 had either died by sickness or were missing probably, had deserted. Thus, on the books of the Navy Office but 49,673 remained. Of these, all except 16,000 were paid off at the peace. To pay them, Parliament granted 832,000 pounds; to pay the officers, including those on half-pay, 398,000 pounds.
The land grants to Canadian railroads, Dominion and provincial, stand 55,256,429 acres. Cash subsidies to railroads in Canada up to June 30, 1913, stand thus: from the Dominion, $163,251,469.42; from the provinces, $36,500,015.16; from the municipalities, $18,078,673.60.
As a matter of fact the vilayet of Erzeroum has 673,000 Mussulmans, 1,800 Greeks and 135,000 Armenians. When it was a question of giving Greece territories in which the Greeks were in a minority it was said that the populations were so badly governed by the Turks that they had the right to pass under a better regime, whatever it might be.

The peace which Sulla had concluded in 670 with Mithradates, king of Pontus, and of which the treaty with Murena in 673 was essentially a repetition, bore throughout the stamp of a provisional arrangement to meet the exigencies of the moment; and the relations of the Romans with Tigranes, king of Armenia, with whom they had de facto waged war, remained wholly untouched in this peace.
The gross revenue amounted to £58,332 sterling for Lower Canada, and £18,673 sterling for Upper Canada. The expenditure amounted to £127,379 sterling, including £9,720 for the purchase of seed wheat in 1817; £45,270 in payment of army bills: £14,988, the fifth of the whole duties collected for 1817 and due to Upper Canada, by agreement. The cost of mere legislation was this year £13,420 currency.
Yet it had taken on the vague outline of its destined form as early as the reign of the Emperor Temmu, whose accession is generally dated 673 A.D. During that reign Buddhism appears to have become a powerful influence at court; for the Emperor practically imposed a vegetarian diet upon the people proof positive of supreme power in fact as well as in theory.
