The estimates presented to Congress from the different Executive Departments at the last session amounted to $38,406,581 and the appropriations made to the sum of $58,116,958. Of this excess of appropriations over estimates, however, more than twenty millions was applicable to extraordinary objects, having no reference to the usual annual expenditures.
They are, to use Mr. Wells's phrase, 'delocalised. Mankind in the Making, p. 406. But now that we can no longer use the range of our senses as a basis for calculating the possible area of the civilised State, there might seem to be no facts at all which can be used for such a calculation.

There will have been paid on account of the public debt during the present year the sum of $12,405,005.80, reducing the whole debt of the Government on the 1st of January next to $48,565,406.50, including seven millions of 5 per cent stock subscribed to the Bank of the United States. The payment on account of public debt made on the 1st of July last was $8,715,462.87.

In addition to the above, I would mention Morgins, which I do not know personally, but of which I have heard a good deal.
