It arose solely from the intolerable conditions created by Spanish misrule in Cuba, and intensified by armed rebellion since 1895. Whatever slight hope or justification for non-intervention remained was destroyed by the blowing up of the U. S. S. Maine in Havana harbor, February 15, 1898, with the loss of 260 of her complement of 354 officers and men.

According to the official records, the amount of rents received by the Government for the years 1841, 1842, 1843, and 1844 was $6,354.74, while the expenses of the system during the same period, including salaries of superintendents, agents, clerks, and incidental expenses, were $26,111.11, the income being less than one-fourth of the expenses.

In Louisiana, to cite one case, there were 127,263 registered colored voters in 1896, and 5,354 in 1900. Between these two years the new state constitution had been passed.
