The tenants can hardly complain of much interference of late years, either from Lord Cork, the head landlord, or from Mr. Hussey, who till just recently leased the island from him; for they have paid no rent for four or five, nor county cess for seven, years. They have never paid any poor-rate, and yet hunger after "relief meal."
A report drawn up in January, 1843, by a committee of the Anti-Corn Law League, on the condition of the industrial districts in 1842, which was based upon detailed statements of the manufacturers, asserts that the poor-rate was, taking the average, twice as high as in 1839, and that the number of persons requiring relief has trebled, even quintupled, since that time; that a multitude of applicants belong to a class which had never before solicited relief; that the working-class commands more than two-thirds less of the means of subsistence than from 1834-1836; that the consumption of meat had been decidedly less, in some places twenty per cent., in others reaching sixty per cent. less; that even handicraftsmen, smiths, bricklayers, and others, who usually have full employment in the most depressed periods, now suffered greatly from want of work and reduction of wages; and that, even now, in January, 1843, wages are still steadily falling.
"And the effect of an incipient Poor-Rate in forcing on profitable improvements, as well as in equalising the burden imposed on the higher ranks by the destitution of the lower, begins to show itself in Ireland unequivocally.
In the former year we find the poor-rate highest in Sussex, about twenty shillings to every inhabitant. Then come Buckinghamshire, Essex, Suffolk, Bedfordshire, Huntingdonshire, Kent, and Norfolk. In all these the rate is above fifteen shillings a head. We will not go through the whole. Even in Westmoreland and the North Riding of Yorkshire, the rate is at more than eight shillings.
These influences, with many kindred ones, might be investigated with advantage; but enough is said to indicate why this class of poor, who at first sight appear so helpless, are not sustained by the poor-rate. But they are sometimes applicants, and as such form a class.

The higher poor-rate, necessitated by the surplus population, was only increased by this measure, and the new Poor Law, of which we shall have more to say later, was now enacted as a remedy. But this did not improve matters. Wages did not rise, the surplus population could not be got rid of, and the cruelty of the new law did but serve to embitter the people to the utmost.
The poor-rate was levied upon a community of paupers, and the 'godless colleges' were denounced by Rome as well as Oxford. After a wild dream of famine and fever, imperial loans, rates in aid, jobbing public works, confiscated estates, constituencies self-disfranchised, and St. Peter's bearding St.
