The military man gains the civil power in proportion as the civilian loses the military virtues. And as it was in ancient Rome so it is in contemporary Europe. There never was a time when nations were more militarist. There never was a time when men were less brave.

They are sceptical about the possibility of reforming even politics until a new generation comes on the scene. They are now putting their faith in education and in social changes which will take some years to consummate themselves visibly. The self-styled southern republican constitutional party has not shown itself in much better light than the northern militarist party.

The predominance in the body of militarist practice will finally drive out from the soul those unfathomable spiritual elements which are the body's last source power in conflict, and it will in the end defeat its own object, which is power.

It is true that Bernhardi ignores the greatest of Prussian philosophers, whose immortal plea in favour of perpetual peace is dismissed as the work of his dotage. But if he dismisses Kant, he adduces instead a formidable array of thinkers and poets in support of his militarist thesis; Schiller and Goethe, Hegel and Heraclitus, in turn are summoned as authorities.

To him it is pacificism which is an immoral doctrine, because it is the doctrine of the materialist, who believes that enjoyment is the chief end of life. It is the militarist who is the true idealist because he assumes that humanity can only achieve its mission through struggle and strife, through sacrifice and heroism.

The same dilemma affects the future of Poland in the rôle which France has cast for her. She is to be strong, Catholic, militarist, and faithful, the consort, or at least the favorite, of victorious France, prosperous and magnificent between the ashes of Russia and the ruin of Germany.

I went away from Rome strengthened in my previous judgment that the Italians are not a militarist nation.
