This correct official position can be found only by considering what Germany should have done, and might have done had she not been, like our own Junkers, so fascinated by the Militarist craze, and obsessed by the chronic Militarist panic, that she was "in too great hurry to bid the devil good morning."
The Ford expedition was foredoomed to failure, not because it was unofficial official proposals of mediation would have been as coldly received but more because the pacifist movement it represented was a home growth of American soil. The European belligerents, inured and case-hardened as they were to a militarist environment, had not been sufficiently chastened by their self-slaughter.
Before the War, when Italy was Germany's ally, the leading German statesmen with whom I had occasion to discuss the situation did nothing but allude to the Russian peril. Conscience made Germany sensitive to the Slav peril, and her militarist philosophy taught her that the best defence was to get her blow in first. Her diplomacy in July was directed towards combining this advantage with the appearance, needed to bemuse her people and the world at large, of acting in self-defence.
Build the ships and train to arms, Make your millions fighting strength That shall frighten war's alarms Ere they reach a challenge length. He was immediately assailed as a militarist, and yet, had we but taken those preparatory steps, millions of lives might have been saved. She had been badly dealt with by her allies, but forbearance was her rule of living. For nearly a generation she had been a partner of the two militarist States, yet she shrank from severing her connection with them, even when they deliberately broke their part of the compact.
