In the Balkans, as elsewhere, the Allies applied the principle of self-determination only to conquered countries; none but an Ally was allowed the privilege of retaining Irelands in subjection, and in the Balkans at least the victory of the Entente increased the populations under alien rule.
But she is the most forgiving of mortals, as you know, and an entente cordiale having been established, through the mediation of our two American-Italian diplomatistes, the two recent foes were soon exchanging courtesies and scaling mountain paths together, hand in hand, smiling, gesticulating, quite en rapport, without a syllable of language between them, Miss Cassandra's nodding plumes seeming to accentuate her expressions of peace and good will.
The question has, however, never been answered why this distinction was abandoned by Mr. Wilson at Versailles. Without wishing in any way either to accuse or defend him I consider the answer to this riddle to be that the President allowed himself to be convinced of the complicity of the German people by the statesmen of the Entente.
"We shall hardly need any assistance from the good Joffe, I fancy, in bringing about a revolution among ourselves; the people will manage that, if the Entente persist in refusing to come to terms. "They are strange creatures, these Bolsheviks.
Such a representative and judicial mind as that of ex-President Taft favored cool consideration and careful action. But the difficulties encountered by the President were tremendous. On the one hand he met the bitter denunciations of the group, constantly increasing in numbers, which demanded our immediate intervention on the side of the Entente.
The only circumstances that could have justified Germany in her tacit encouragement to Austria to take a highly dangerous step a step which was almost certain to bring Russia, France, and England into sharp conflict with the Central Powers would have been clear proof that the three Entente nations were preparing to seize a chance and to encircle and attack Germany or Austria or both.
This disability also applied to the aeroplane, and there was something very childish in the persistent assumptions that Entente air-raids were not only exclusively aimed at, but invariably successful in achieving military damage even when the French boasted of having on 22 September dropped thirty bombs on the King of Württemburg's palace at Stuttgart and that the Germans always projected civilian destruction and never succeeded in effecting anything else.
Hardenberg knew, therefore, that all his servants, fifteen minutes afterward, would be informed of the new entente cordials between Prussia and France; that all Berlin would be aware of it on the following day, and that he would thus have attained his object.
As long as I was in office the Entente would never come to an agreement with Germany inter pares, thereby directly forcing us to assume the part of a war of defence.
The offensive that had failed in 1914 when British forces were a hundred thousand without munitions to correspond, would hardly have succeeded when they had grown to a million; and neglect of the East might well have meant invasion by Russia, the collapse of Austria, Czecho-Slovak and Jugo-Slav revolts, the defeat of Turkey, and the intervention of Rumania and Bulgaria on the Entente side.
