The unity of control culminating in unity of command which marked the closing stages of the war was therefore not so much a brilliant improvisation on the part of any general or statesman as the inevitable lesult of the history of the war; and the misfortunes of the Entente did more than its foresight to bring that consummation to pass.
As to how Dick had been identified, or by what means he had escaped, he was in complete ignorance; and an endeavor to learn by establishing the former entente cordiale between the room clerk and himself was met by a suspicious glance and what amounted to a snub. Generally speaking, the political situation in the United States before the Five-Years War was as follows: On the one hand, owing to the influence of English ideas, which I have already mentioned, it was to be expected that a feeling of sympathy with the Entente would probably preponderate in the public mind; while on the other hand, owing to the general indifference that prevailed with regard to all that happened in Europe, and to the strong pacifist tendencies, no interference in the war was to be expected from America, unless unforeseen circumstances provoked it.

If Southern Slav Unity is to be achieved, a binding promise, under the guarantee of the Entente Powers, must be given to Bulgaria, that, in proportion as the work of Serbo-Croat unification is achieved, the Macedonian frontier will be revised in favour of Bulgaria.

The correctness of this estimate depended upon many incalculable factors, among which was the duration of the struggle.
And, instead of listening to the advice of Secretary of State von Jagow, the Navy sent columns of inspired articles to the newspapers attacking President Wilson and telling the German people that the United States had joined the Entente in spirit if not in action. At the beginning of the war, even the Socialist Party in the Reichstag voted the Government credits.
"The Russian Soviet Government, while pointing out that it cannot limit the freedom of the revolutionary press, declares its readiness, in case of necessity to include in the general agreement with the powers of the Entente the obligation not to interfere in their internal affairs."
There was only the idea that Austrian Poland and the former Russian Poland might be united and attached to the Monarchy. It was never suggested that such a step should be enforced against the will of Poland itself or against the will of the Entente. There was a time when it looked as if not only Poland but also certain sections among the Entente were not disinclined to agree to such a solution.
