We should therefore ask ourselves whether the disjointed sections of our church, arrayed during the Quadricentennial as one, for the purposes of a spectacular celebration, but each exalting some particularism of secondary value, adequately represent the religious ideas which four centuries ago gave a new impulse to the life of the world. If not, where does the trouble lie?
Nevertheless the French domination, however oppressive, had good results in that for the first time in their history the Dutch provinces acquired a real unity. All the old particularism disappeared with the burgher-aristocracies, and the party feuds of Orangists and patriots. A true sense of nationality was developed.
In the second phase, the "Divine justice" idea began to be applied to political conditions. In Tyrol and the Austrian dominions, he observes, this political side manifested itself in local or, at best, territorial patriotism. It was only in Franconia that all territorial patriotism or "particularism" was shaken off and the idea of the unity of the German peoples received as a political goal.
These obstacles consisted in the particularism of the German princes, the opposition of Austria, and looming in the background the possible opposition of France; and Bismarck alone thoroughly understood that such obstacles could be removed by war and war only.
Meanwhile there had arisen strong differences of opinion in the Republic as to the form of government which was to replace the old confederacy of seven sovereign provinces. No one probably wished to continue a system which had long proved itself obsolete and unworkable. But particularism was still strong, especially in the smaller provinces.
As we have seen, the country of his adoption was such as to encourage the Semitic nomad's particularism, which was inherent in his tribal organization. Thus the predominance of a single racial element in the population of Palestine and Syria did little to break down or overstep the natural barriers and lines of cleavage. It was taught in the Universities and from the pulpit that the institutions in which men formerly used to embody their needs of mutual support could not be tolerated in a properly organized State; that the State alone could represent the bonds of union between its subjects; that federalism and "particularism" were the enemies of progress, and the State was the only proper initiator of further development.
But the same sagacious thinker was able to point the moral of it all, and prove to his friends that their present trials were due to the selfish particularism of the German States: "It was a necessity that some great power should arise in the midst of the degenerate selfishness of the times and also prove victorious, for there was nothing vigorous to oppose it.
We must absolutely adhere to this idea; for it is in opposition to the particularism which, quite without exception, governed the entire old world, even its most highly developed nations, and which was only penetrated by some beams of hope and prediction in the prophecy of Israel one of the most beautiful and blissful gifts of Christianity to mankind.
It has encouraged particularism. While the particles have been roused into activity, they all remain dominated by substantially the same forces of attraction and repulsion. But in order that one of the particles may fulfill the promise of a really separate existence, he must pursue some special interest of his own.
