From what Mr Henley said, I saw the man Barwell in a new light, and quickly recalled to my mind several circumstances connected with him which I had before forgotten. As it was still some time to midnight, we were in no hurry to arouse our friends, but at length having arranged our plans, I went below to perform the part I had undertaken.

The Governments of Madras and Bombay were placed under the joint control of Governor-General and Council. Hastings was appointed, naturally enough, to be the new Governor-General. His four councillors were Richard Barwell, General Clavering, Colonel Monson, and Philip Francis. Barwell was the only one who was a member of Hastings's old Council.

So home by water with him, having good discourse by the way, and so I to the office a while, and late home to supper and to bed. 13th. Barwell the King's Squire Sadler, where about this time twelvemonths I dined before at a good venison pasty. The like we had now, and very good company, Mr. Tresham and others. Hastings was appointed in the year 1773 to be Governor-General of Bengal, together with Mr. Barwell, General Clavering, Colonel Monson, and Mr.

In the first place, although besieged by a half-dozen fierce Sioux, he was sure the siege could not last long. Whatever they did must be done within a few hours. The said Warren Hastings did, notwithstanding thereof, and in pursuance of his resolution to assert and maintain his authority, illegally and unjustifiably summon the Council to meet in another department, and did sit and preside therein, apart from the said General Clavering and his Council, and, in conjunction with Richard Barwell, Esquire, who concurred therein, issued sundry orders and did sundry acts of government belonging to the office of Governor-General, and, amongst others, did order several letters to be written in the name of the Governor-General and Council, and did subscribe the same, to the commandant of the garrison of Fort William, and to the commanding officer at Barrackpore, and to the commanding officers at the other stations, and also to the provincial councils and collectors in the provinces, enjoining them severally "to obey no orders excepting such as should be signed by the said Warren Hastings, or a majority of his Council."

The odds were against Hastings until the death of Monson, when, by means of his own casting vote and the adhesion of Barwell, Hastings found himself the master of the majority at the Council-table. But the persistence of the attacks had their result at home, where an ill-advised offer of resignation made by Hastings was seized upon by the Directors of the Company.
