The conservative romanticism of a Samuel David Luzzatto and the Zionist sentiments of a Mapu had planted a germinating seed in the heart of traditional Judaism itself.

The young Jewesses called out all at once: "The Danish woman I The Danish woman! We are Danish!" They were irritated at the dead Romanticism into which Goldschmidt was trying to push them back. They lighted no Sabbath candles! they did not feel themselves Jewish either by religion or nationality. The day of Antisemitism had not arrived. Consequently there was still no Zionist Movement.

The Grand Duke of Baden remained ever constant and loyal, but he could do nothing. Herzl never saw the Kaiser again. In a letter to the Grand Duke, closing this chapter of Zionist history, Herzl said: "I can only assume that a hope especially dear to me has faded away and that we shall not achieve our Zionist goal under a German protectorate."

He convoked a Zionist congress, which in spite of the most furious attacks and most unscrupulous acts of violence, the Jewish community of Munich where the congress was originally intended to be held protested against its meeting in that town, assembled for the first time in Basel, the end of August, 1897, and consisted of two hundred and four selected representatives of the Zionist Jews of both hemispheres.

And, even with Palestine for ultimate goal, do you counsel delay, a nursing of the Zionist flame, a gradual education and preparation of the race for a great conscious historic rôle in the world's future, a forty years' wandering in the wilderness to organize or kill off the miscellaneous rabble then will you, dreamer, turn a deaf ear to the cry of millions oppressed to-day?

Throughout his Zionist life, Herzl suffered from a heart ailment which became more and more acute as he was taken up by the excitements and activities of the Movement. He became aware of his illness soon after he had written "The Jewish State." He had premonitions of the fatal consequences but persisted in carrying the burden of the Movement himself, consuming all his strength in the process.

They take care that the existing and promising beginnings of a Jewish colonization shall be looked after and maintained till the movement will be possible on a large scale. The Zionist Jewish community is at present organized in both hemispheres in about nine hundred societies, which display great activity.

But where is Sir Herbert Samuel's national home? If it is in Palestine he cannot go there as a representative of England. If it is in England, he is so far a living proof that a Jew does not need a national home in Palestine. If there is any point in the Zionist argument at all, you have chosen precisely the wrong man and sent him to precisely the wrong country.

There are certain Jewish benefactors on a large scale who try to alleviate the sufferings of the Jews by Zionist experiments. To them this problem also presented itself, and they thought to solve it by giving the emigrants money or means of employment. Thus the philanthropists said: "We pay these people to go there."

The result was a secession of pupils and teachers. Purely Hebrew schools were opened; the Zionist organisation gave official support; and the Germanising party was compelled to accept a compromise which was in effect a victory for the Hebrew language. Dr.
