We fight for the strong, deep Germany of old, the Germany of music and of philosophy, against this monstrous modern aberration the Germany of blood and of iron, the Germany from which, instead of the old things of beauty, there come to us only the rant of scolding professors with their final reckonings, their Weltpolitik, and their Godless theories of the Superman who stands above morality and to whom all humanity shall be subservient.

"For the water-patriots the Navy Bill means an instrument to further their unlimited Weltpolitik and schemes of conquest; a weapon with which to realize their mad imaginings of a greater Germany. They desire to employ it as a tool for their absolutist plans and adventurous world enterprises. "It increases the risk of foreign conflicts.

However, all civilized nations nowadays see that war is the least satisfactory method of adjusting national quarrels, and the tendency is happily growing among them to pursue a commercial, an economic policy, a policy of peace. This is true Weltpolitik, true world-policy.

And yet here, even here in the very lap of peace, as we sat in the porch after supper the Oberforster talked ceaselessly of Weltpolitik. The very sound of that word now makes me wince; for translated into plain English, what it means when you've pulled all the trimmings off and look at it squarely, is just taking other people's belongings, beginning with their blood.

"The New York Times says: 'All depends on what guarantees of the existence and the future of Germany are expected. The paper goes on to ask how Germany could imagine her future assured from a territorial point of view, but points out in conclusion that these are only external details, and concludes, returning to its favorite theme, as follows: 'Deeper than all, fundamental in any discussion of peace, is the question of the German political ideals, of German Machtpolitik and Weltpolitik, of Prussian militarism. ... 'The fear, the practical certainty, that Von Bethmann-Hollweg's guarantees would be not merely guarantees of the existence and future of Germany, but of new and not distant wars with her, stands in the way of any serious discussion of his remarks.

Plato did marvels; but the cycle had gone by and gone down, and it was too late for him to attempt that which Pythagoras had failed to accomplish. So Rome, when she needed it most, lacked divine guidance; so drifted out on to the high seas of history pilotless and rudderless; so Weltpolitik only corrupted and vulgarized her.

He had to embark on a Weltpolitik, whereas Bismarck was content with a Continental policy. He had to initiate the colonial and naval policy of William, while Bismarck systematically kept clear of colonial ventures. But as far as circumstances permitted, thenew courseof Bülow was but the continuation of the old course of Bismarck. Like Bismarck, he fought the Socialists.

Says that keen student of Weltpolitik, Doctor Dillon: "Railways are the iron tentacles of latter-day expanding Powers. They are stretched out caressingly at first. But once the iron has, so to say, entered the soul of the weaker nation, the tentacles swell to the dimensions of brawny arms, and the embrace tightens to a crushing grip."

Possibly he was, and doubtless he ardently desired to see Germany owning large and fertile colonies; but it is quite as probable he was thinking of his economic Weltpolitik, and knew as well then as he does now that it must be left to time and the hour to show whether they fall to her or not.
