It might be, just might be, that Johnny would go back on this same train to Vladivostok; and that, Johnny had no desire to do. The sergeant's eyes closed for a wink of sleep. Johnny looked furtively about the car. The three other occupants were asleep. He drew a fat roll of American bills from his pocket. From the very center he extracted a well worn one dollar bill.
Suppose that the army of Cæsar had been exterminated at Alesia; suppose that Rome, discouraged, had abandoned its Gallic enterprise as it had done with Persia, after the disaster of Crassus and the failure of Antony; or suppose that Gaul had been a poor province, sterile and unpopulous, like many a Danube district; Rome could not have held out long as the seat of imperial government, just as to-day the capital of the Russian Empire could not maintain itself at Vladivostok or Harbin.
It has only been during the nineteenth century, as a result of Russian, French, and British imperialism, that the resisting power of Islam has begun to give way to the influence of Europe. The third line of Russian advance was on the Pacific coast, where in the years 1858 and 1860 Russia obtained from China the Amur province, with the valuable harbour of Vladivostok.
This railway had to be carried along the northern bank of the Amur where engineering and economic difficulties abound. Moreover, the river makes a huge semicircular sweep northward, and a railway following its northern bank to Vladivostok must make the same detour.
A special dispatch from London arrived on May 5 which delayed my starting for Vladivostok. If the object at which it aimed could have been secured it would have been a beam of light upon a very sombre subject. I had a lengthy conference with General Knox upon my tour to the Urals and the facts gathered as to the mineral and productive resources of the districts through which I had passed.
To avoid torpedo attack, the Russian admiral planned to pass the straits by day, and fully expected battle. But the hope lingered in his mind that fog or heavy weather might enable him to pass unscathed. He had been informed that owing to traffic conditions on the Siberian railway, he could get nothing at Vladivostok in the way of supplies.
Effective diplomacy is also essential in preventing conflict, in building world understanding. The Vladivostok negotiations with the Soviet Union represent a major step in moderating strategic arms competition. My recent discussions with the leaders of the Atlantic community, Japan, and South Korea have contributed to meeting the common challenge.
An amusing error was actually made in the War Department's ordering a high American officer to proceed to Archangel via Vladivostok, which as a cursory glance at the map of the world would discover, is at the far eastern, vostok means eastern, edge of Siberia, thousands of miles from Archangel.
During the winter I have examined, as far as circumstances have permitted, the merits and demerits of the different routes to the Pacific Coast, and have decided upon going through Turkestan and Southern Siberia to the Amoor Valley, and thence either follow down the valley to Vladivostok or strike across Mongolia to Pekin the latter route by preference, if upon reaching Irkutsk I find it to be practicable; if not practicable, then the Amoor Valley route from necessity.
Admiral Koltchak, hearing that a supply guard of my battalion was returning to Vladivostok, has made request that I would allow the railway cars conveying the State prisoners to some unknown point on the Chinese frontier to be attached to my train for purposes of secrecy and additional safety. I have consented, and have strengthened the guard for this purpose. Omsk, Siberia, November, 21, 1918.
