Ataman Kalmakoff was at Vladivostok, and his second in command was dismissed on his return for refusing to obey my orders, as the Ataman was most anxious that his men should be always in the fighting line wherever it might be. Captain Clark, M.C., reported the 25th Middlesex as ready to march, transport and all complete, twenty-five minutes after receiving the order.
Several thousand Czecho-Slovak troops formerly on the Eastern Front had been held together after the dissolution of the last Russian offensive in 1917. Their commander had led them into Siberia. Some at that time even went as far as Vladivostok. These troops had desired to go back to their own country or to France and take part in the final campaign against the Germans.
As Johnny Thompson stood in the dark doorway of the gray stone court-yard he shivered. He was not cold, though this was Siberia Vladivostok and a late winter night. But he was excited. Before him, slipping, sliding, rolling over and over on the hard packed snow of the narrow street, two men were gripped in a life and death struggle.
Cutty attended his conferences. He learned immediately that he was booked to sail the first week in May. His itinerary began at Piraeus, in Greece, and might end in Vladivostok. But they detained him in Washington overtime because he was a fount of information the departments found it necessary to draw upon constantly.
Thus in October, 1903, Witjeft, chief of the Port Arthur naval staff, declared that a landing of Japanese troops either in the Liao-tung or the Korean Gulf was "impossible so long as our fleet is not destroyed." Just as Russia's total force was divided between east and west, so her eastern force was divided between Vladivostok and Port Arthur, with the Japanese in central position between.
Beyond this, Japan sent soldiers to Eastern Siberia to help in police duty, and in guarding the great stores of supplies accumulated by the Russians at Vladivostok. These stores had been bought largely upon the credit extended to Russia by the United States. With Russia, Germany and Austria-Hungary gone as monarchies, Japan is the greatest of the remaining imperial states.
The time was May 25, 1787; the place, the State House in Philadelphia, a little town of not more than 20,000 people, and, at that time, as remote, measured by the facilities of communication, to the centres of civilization as is now Vladivostok. The dramatis personae in this drama, though few in numbers, were, however, worthy of the task.
Work on this was begun in 1890, and it is now completed to Vladivostok, the chief Russian port on the Pacific, a traveller being able to ride from St. Petersburg to the shores of the Pacific Ocean without change of cars.
This is the danger from which English diplomacy has tried, and is trying, to guard the Russian people if possible. Thus, having finished my work at Omsk, I asked that arrangements might be made as quickly as possible to transport my escort and myself to Vladivostok. The arrangements were completed by May 21, when I announced myself ready to begin the first stage of my journey homeward.
In this respect, Nikolaefsk and Vladivostok in the Far East correspond to Archangel and St. Petersburg in Europe. Such ports could not fulfil all the requirements, and consequently the expansive tendency turned southwards in Europe towards the Black Sea and the Mediterranean, and in Asia towards the Persian Gulf, the Indian Ocean and the Gulf of Pechili.
