Hearing that Longchamp, Bishop of Ely, one of Richard's vicegerents, was over in Normandy, and rightly deeming him the most earnest of his adherents, they at once recrossed the sea, and found the warlike prelate at Rouen. Greatly delighted was he at hearing that Richard's hiding-place had been discovered.

It is a doctrine almost universally received by Christians, as well Protestants as Catholics, that there are guardian angels appointed by God Almighty as His vicegerents for the protection and government of cities, provinces, kingdoms, and monarchies; and those as well of heathens as of true believers.

Placed under the immediate government of Jehovah, having with Him common objects of aversion and love, the Hebrews reached the very source of enthusiasm, the fire of which burned in the hearts of the prophets so fervently as to cause them to utter the denunciations and the promises of the Eternal in a tone suited to the inspired of God, and to sing his attributes and glories with a dignity and authority becoming them, as the vicegerents of God upon earth.

The number of their subordinate officers, clerks, messengers, or assistants, was minutely expressed; three hundred and ninety-six for the præfect himself, fifty for each of his vicegerents; and the rigid definition of their fees and salaries was more effectual to confirm the right than to prevent the abuse.

In order to form a judgment of the transactions of this kingdom it must be understood that the people, having an idea of predestination, always conceived present possession to constitute right, however that possession might have been acquired; but yet they made no scruple of deposing and murdering their sovereigns, and justified their acts by this argument; that the fate of concerns so important as the lives of kings was in the hands of God, whose vicegerents they were, and that if it was not agreeable to him and the consequence of his will that they should perish by the daggers of their subjects it could not so happen.

You have a Danish army now in your neighborhood, and they say a very fine one; I presume you will go to see it, and, if you do, I would advise you to go when the Danish Monarch comes to review it himself; 'pour prendre langue de ce Seigneur'. The rulers of the earth are all worth knowing; they suggest moral reflections: and the respect that one naturally has for God's vicegerents here on earth, is greatly increased by acquaintance with them.

The second objection, that some things are beneath God's notice, if it be not a captious cavil, must result from pushing too far the analogy between earthly kings and the King of kings. It is an imperfection in human potentates that they need vicegerents; let us not then attribute such a weakness to God, fancying him altogether such a one as ourselves.

Never let him who was born to execute judgment secure his honours by cruelty and oppression. The righteous Allah planted me not here to spread a poisonous shade over the offspring of His Prophet Mahomet: though fear and submission be a subject's tribute, yet is mercy the attribute of Allah, and the most pleasing endowment of the vicegerents of earth.
