In 1870 the ultramontane element in the Roman Catholic Church had won a sweeping victory by inducing a majority of the Vatican Council to promulgate the doctrine of Papal Infallibility. There followed a wave of ultramontane activity throughout the world, and not least in Quebec.
In Germany, the national party is arraying itself against the ultramontane; in France, the men of progress are struggling against the unprogressive, and in their contest the political supremacy of that great country is wellnigh neutralized or lost. In Italy, Rome has passed into the hands of an excommunicated king.
Richelieu, moreover, had now brought his Ultramontane sympathies close to the seat of royal power, so that the King no longer was in a position to oppose the project. At any rate the Jesuits sailed for Canada, and their arrival forms a notable landmark in the history of the colony.
