Titus Livius attributes the foundation of Rome to Romulus; Sallust gives the credit of it to the Trojans under Æneas. Coriolanus died in exile, according to Fabius Pictor; through the stratagems of Attius Tullius, if we may believe Dionysius. Seneca states that Horatius Cocles came back victorious; and Dionysius that he was wounded in the leg.

Tarquinius subjected nearly the whole people of Latium to his rule, capturing one town of this district after another. In Corniculum, one of these places, Servius Tullius, being in extreme youth, was made a prisoner of war, and subsequently dwelt as a slave in the king's palace. One day as he lay asleep in the sight of many, his head was observed to be on fire.

He was a negro of sixty years, tall and hale, a dignified master of foraging, a being simple and taciturn and strong, with a love for every clod of earth at Three Oaks where he had been born. He adds, according to Pliny, Titus Livius, and several old Latin historians, that Numa, who was initiated into all the wisdom of Etruria, practiced this art with success, but that Tullius Hostilius, having desired to repeat the evocation, guided only by the books of Numa, did not accomplish all the formalities prescribed by the rite and was struck dead by lightning.

As they went along in an almost unbroken line, Tullius, who had preceded them to the fountain of Ferentina, received the chief men, as each arrived, and, complaining and giving vent to expressions of indignation, led both those, who eagerly listened to language that favoured their resentment, and through them the rest of the multitude, into a plain adjoining the road.

The first temple in the full sense of the word was according to tradition built by Servius Tullius to Diana on the Aventine: the tradition is significant, for Diana was not one of the di indigetes, the old deities of the 'Religion of Numa, but was introduced from the neighbouring town of Aricia, and the attribution to Servius Tullius nearly always denotes an Etruscan or at any rate a non-Roman origin.

Accordingly Caesar very judiciously connected himself with Servius Tullius, in the same way as subsequently Charlemagne connected himself with Caesar, and Napoleon attempted at least to connect himself with Charlemagne.

Though the new arrangement of Servius Tullius gave the plebeians power, it did not give them so much as might be supposed, because it was contrived that the richest class should have the greatest number of votes, and they with the Equites had so many that they were able to carry any measure upon which they agreed.

Lucius Junius Brutus and Lucius Tarquinius Collatinus, were elected by the prefect of the city at the comitia by centuries, according to the commentaries of Servius Tullius.

"Let it be enacted," so ran the proposition, "that, seeing that Marcus Tullius Cicero has put Roman citizens to death without trial, forging thereto the authority of the Senate, that he be forbidden fire and water; that no one harbor or receive him on pain of death; and that whosoever shall move, shall vote, or take any steps for the recalling of him, be dealt with as a public enemy."
