Meanwhile the troop-ships, packed tight with their living freight, sweltered in the burning heat of Tampa Harbor. There was nothing whatever for the men to do, space being too cramped for amusement or for more drill than was implied in the manual of arms. In this we drilled them assiduously, and we also continued to hold school for both the officers and the non-commissioned officers.
On July 3 the last units of ships with supplies and horses reached its destination. The expedition was divided into contingents, each contingent including troop-ships and an escort of sea-fighters. An ocean rendezvous with American destroyers operating in European waters was arranged, and carried out in minutest detail. The convoy did not cross the seas without incident.
There were nine ships of the line and frigates, several troop-ships, and a land force of twenty-three hundred including one English regiment, with Sepoys and marines. On September 24, 1762, these forces were disembarked just south of Manila.
On the 11th of October Lord Howe appeared with a large fleet, which the enemy endeavoured to avoid. After seeing the troop-ships which he had convoyed into the harbour, he went in search of the enemy's fleet, which, after a short engagement, hauled their wind and stood off to the north-west.
This argument does not apply to a slow-steaming freighter going it alone; it is for the matter of troop-ships moving at a fairly good speed.
At either end is a circular revolving turret containing two thirty-five ton guns, constructed to throw shot of seven hundred pounds. These guns are worked by means of machinery. Contrasting with the ironclads, we saw lying alongside the quays several enormous, white-painted, richly-gilt troop-ships, also iron-built, which run through the Suez Canal to India.
In the prize court it was decided to confiscate the coal, and release the steamer. The President issued a proclamation calling for seventy-five thousand men. Three troop-ships, laden with soldiers, sailed from San Francisco for Manila. May 26. The battle-ship Oregon, which left San Francisco March 19th, arrived at Key West. May 27.
Carriages-and-four dashing through the streets at all hours of the day; troops marching here and there, with drums and fifes playing some coming in, others embarking for foreign lands; artisans of all sorts hurrying in, certain to get work at high wages; men-of-war, and merchantmen, and store-ships, and troop-ships sailing in and out every day; boats laden with men and chests pulling across the harbour; seamen crowding every quay; pressgangs at work catching men to fight England's battles; and then such hurrying to and fro, and shrieking of women, and shouting of men, and crying of children, and revelling, and laughter, and scenes of extravagance, and debauchery, and vice I had never before beheld, and did not think could exist in a civilised part of the globe.
The water itself was thronged with shipping of all nations: men-of-war, merchant steamers crowded with stores, troop-ships thronged with red-coats; great barges, laden to the water's edge, slowly made their way between the ships and the shore. The boats of the shipping, filled with soldiers, rowed in the same direction.
Lord Cochrane would have continued the pursuit still farther, had not some of the troop-ships contrived to escape; and as he was anxious that these should not get into shelter at Maranham, or, if there, should not have time to recover their spirits, he deemed it best to hasten thither.
