Everybody would be a policeman; the industrial class would become a myth. Then, perhaps, order would reign in monopoly. "The principle of the law yet to be made concerning trade-marks," says M. Renouard, "is that these marks cannot and should not be transformed into guarantees of quality." This is a consequence of the patent law, which, as we have seen, does not guarantee the invention.

The operations of the Patent Office demonstrate the activity of the inventive genius of the country. For the year ended June 30, 1885, the applications for patents, including reissues, and for the registration of trade-marks and labels, numbered 35,688. During the same period there were 22,928 patents granted and reissued and 1,429 trade-marks and labels registered.

But recently the restrictive powers of this company have been swept away, and it is now little more than a grantor of trade-marks and an excuse for an annual banquet.

An arrangement to replace the arrangement signed at Madrid on April 14, 1891 for the international registration of trade-marks, and the additional act with regard thereto signed at Brussels on December 14, 1900; and An arrangement to replace the arrangement signed at Madrid on April 14, 1891, relating to the repression of false indication of production of merchandise.

The new boundary-survey treaty with Mexico, a trade-marks convention and a supplementary treaty of extradition with Spain, and conventions extending the duration of the Franco-American Claims Commission have also been proclaimed.

The thought which prompted trade-marks is of the same character as that which formerly inspired the maximum laws. Here again is one of the innumerable cross-roads of political economy. It is indisputable that maximum laws, though made and supported by their authors entirely as a relief from famine, have invariably resulted in an aggravation of famine.

Since my last annual message the exchange has been made of the ratification of treaties of extradition with Belgium, Ecuador, Peru, and Salvador; also of a treaty of commerce and navigation with Peru, and one of commerce and consular privileges with Salvador; all of which have been duly proclaimed, as has also a declaration with Russia with reference to trade-marks.

The treaties before the committee have embraced almost every subject of contact between two independent Nations. Numerous treaties involving extradition, boundaries, naturalization, claims, sanitation, trade-marks, consular and diplomatic friendship, and commerce, and many other subjects, have been before the committee and have been acted upon and ratified by the Senate.
