"Now, this uncle belonged to a military organization called the Territorials, something like our National Guard, and a few weeks later they also were called to march forth and join the French Army. Remi was to be left in the care of the neighbors. That was the plan made by the uncle. The little French lad, however, had his own ideas about that, but kept his plans to himself.

The regulars were stopped by wire entanglements that the artillery had failed to smash, and, at the same time, they were raked by machine-gun fire. Hence they were unable to keep up with the Territorials. In fact the regulars never got up to the Kensington men; but were forced to retire. This left the Territorials in a most precarious condition.

Of the London County Territorials he said: 'I cannot speak of these warriors without a lump rising in my throat. These Cockneys are the best men in the world. Their spirits are simply wonderful, and I do not think any division ever went into a big show with higher moral. After three years of war it is refreshing to hear the men's earnestly expressed desire to go into action again.

They think they have only to drive the Germans back fifty miles nearer to their base to win the war. Those are the same fellows who used to write me saying they wanted no New Army; that they would be amply content if only the old Old Army and the Territorials could be kept up to strength.

Between the declaration of war and the passage of the Home Rule Bill more than six weeks had been allowed to elapse in which nothing was done in response to Redmond's proposal, except the purely negative decision that Territorials should not be sent to garrison Ireland. This inevitably strengthened the hand of those who never liked the offer he had made.

Britling did his duty as a special constable, gave his eldest son to the Territorials, entertained Belgians, petted his soldiers in the barn, helped Teddy to his commission, contributed to war charities, sold out securities at a loss and subscribed to the War Loan, and thought, thought endlessly about the war. He could think continuously day by day of nothing else.

Harry laughed. It was impossible not to do that. But he knew that if the soldier wanted fighting, fighting he would get before long. Harry could guess that regular troops and this man was a regular would not be kept in England as soon as the territorials and volunteers in sufficient number had joined the colors. But meanwhile guards were necessary at home.

Yet the finely cultivated land remained to show that it was France; and the little whitewashed villages; the curé, in shovel-hat and rusty cassock; the children in blue or black blouses, who stared as the British troops went by; the patient, elderly French Territorials in their old pre-war uniforms, guarding unthreatened culverts or repairing the roads; the helpful signs set up in happier days by the Touring Club of France.

Officers and N.C.O.'s were obviously and admittedly amateurs, and never acquired the distinctive dash of the old Army. Soldiering was not their profession. Yet Territorials like the Manchesters possessed a range of talent in many ways beyond the normal standard of the Army. They had the manual arts and crafts of the industrial North.

The magnificent response to the call for voluntary enlistment in 1914 had confirmed the traditional English view in favour of volunteers; between two and three million men had been raised by this method, either as members of the new army or as Territorials who freely surrendered their privilege of being called upon to serve for home defence alone; and it was but slowly that the nation was constrained to abandon the voluntary principle for that system of conscription which savoured so strongly of the militarism we were out to fight.
