To be in bondage to a syllabus is a misfortune for a teacher, and a misfortune for the school that he teaches. To be in bondage to a syllabus which is binding on all schools alike, is a graver misfortune. To be in bondage to a bad syllabus which is binding on all schools alike, is of all misfortunes the gravest.
In our own times so silently and extensively have they been diffused in Europe, that it was found expedient in the papal Syllabus to draw them in a very conspicuous manner into the open light; and the Vatican Council, agreeing in that view of their obnoxious tendency and secret spread, has in an equally prominent and signal manner among its first canons anathematized all persons who hold them.
All circumstances seem therefore to favour this extraordinary return of fortune, Catholicism reverting to the vigour of youth in its old age. Even science, remember, is accused of bankruptcy, a charge which saves the /Syllabus/ from ridicule, troubles the minds of men, and throws the limitless sphere of mystery and impossibility open once more.
The Syllabus claims the right of the Church to control public schools, and denies the right of the state in that respect; it claims the control over marriage and divorce. Such of these principles as the Council found expedient at present to formularize, were set forth by it in "The Dogmatic Constitution of the Catholic Faith."
But it is extraordinarily difficult to discover how this can be done under the actual conditions of school teaching. Mr. Acland, when he was Education Minister in 1893, introduced into the Evening School Code a syllabus of instruction on the Life and Duties of the Citizen.
The examiner will go further than this. If he happens to be employed by the State or by a Local Authority, and has, therefore, many schools of the same type to examine, he will, in order to save himself unnecessary trouble, prescribe the syllabus on which all the schools in his area are to be examined. Intentionally he will do all this. Unintentionally he will do far more than this.
Suppose now a suitably authenticated committee were to work out on the basis of Professor Perry's syllabus perhaps a syllabus of school mathematics, and then make a thorough review of all the mathematical textbooks on sale throughout the English-speaking world, admitting some perhaps as of real permanent value for teaching of the new type, provisionally recognizing others as endurable, but with clear recommendations for their revision and improvement, and condemning the others specifically by name.
There was nothing wrong about this; indeed, it was excellently conceived; still it appeared to Gilbert as excessively funny, and with Nancy's help he wrote another syllabus and tacked it over Julia's bureau. How to spiritualise education is the real problem, for it is only by a spiritualised education that we can escape from the avalanche of materialism that is hanging over the European world just now. No syllabus, no act of Parliament can do this. There is no royal road which all can travel.
Nevertheless, whatever impression the clear teaching of the “Syllabus,” in regard to the church and her rights, civil society, and both natural and Christian morality, was destined, in time, to produce, but little disposition was shown to be guided by it at the outset. There was all but a universal clamor that the church had pronounced a divorce between modern society and the spiritual order.
