Leaving out of view the Will, which is a simple homogeneous mental state, forming the link between feeling and action, and not admitting of subdivisions; our states of consciousness fall into two great classes COGNITIONS and FEELINGS. COGNITIONS, or those modes of mind in which we are occupied with the relations that subsist among our feelings, are divisible into four great sub-classes.
Most of them had already learned to wear their caps canted over on one side, and not a few of them, perhaps as much from necessity as because it was a sailor's habit, hitched up their trousers, and thrust their hands deep down into the side pockets. The more powerful this disposition in the centres involved in the act of imagination, the less the additional force of external stimulus required to excite them to full activity. Brahmin India affords a fair illustration of the industrial exemption of both these classes. In the communities belonging to the higher barbarian culture there is a considerable differentiation of sub-classes within what may be comprehensively called the leisure class; and there is a corresponding differentiation of employments between these sub-classes.
Now in the constitution of a modern state, because of the conflict and confusion of ideas, all or most of these five sub-classes may usually be found intertwined. The British constitution, for instance, is a complicated tangle of arrangements, due to a struggle between the ideas of Class I. , Class II. , tending to become Class II. and Class II. in both its aristocratic and monarchist forms.
It is a truly wonderful fact the wonder of which we are apt to overlook from familiarity that all animals and all plants throughout all time and space should be related to each other in group subordinate to group, in the manner which we everywhere behold namely, varieties of the same species most closely related together, species of the same genus less closely and unequally related together, forming sections and sub-genera, species of distinct genera much less closely related, and genera related in different degrees, forming sub-families, families, orders, sub-classes, and classes.
Monarchy may be either a special case of Class II. , or , in which the persons who rule have narrowed down in number to one person, and the duration of monarchy may be either for life or a term of years. These two classes and the five sub-classes cover, I believe, all the elementary political types in our world.
And gradually as the powers of discrimination increase, the widely contrasted classes at first distinguished, come to be each divided into sub-classes, differing from each other less than the classes differ; and these sub-classes are again divided after the same manner.
