Steam-tugs and small passenger steamers now tow great numbers of flat-boats of large capacity; and transportation by this mode of conveyance is very cheap. The Volga is the largest river in Europe. Measured through its entire windings it has a length of twenty-four hundred miles from its rise in the Valdai Hills, five hundred and fifty feet above sea-level, to its outlet into the Caspian Sea.

There are a great many steamers plying up and down the river to various landings in the vicinity; and a good many steam-tugs; also, many boats, most of which have dark-red or tan-colored sails, being oiled to resist the wet; also, here and there, a yacht or pleasure-boat, and a few ships riding stately at their anchors, probably on the point of sailing.

And when the river broadens to a lake, where these impetuous voyagers might be stranded or miss their way and linger, they are herded into vast rafts, and towed down by boats, or by steam-tugs, if the lake is large as Moosehead. At the lake-foot the rafts break up and the logs travel again dispersedly down stream, or through the "thoro'fare" connecting the members of a chain of lakes.

Steam-tugs were beating the water, towing sailing-vessels out to sea; others, moving about freely, made their way hither and thither, with that precision which makes a steam-boat seem like a conscious being, endowed by a will of its own, and served by sentient organs. From the elevation the Elbe is seen, spreading broadly like all great rivers as they near the sea.

Crafts of all kinds were traversing the harbor: yachts and cat-boats were out in numbers; schooners and barges sped up the bay, their sails shining against the green Island shores; row-boats and steam-tugs were crossing and recrossing between the city and the Fort and Torpedo Station.

There were huge, square-sided, bluff-bowed, low-masted ships, lying at anchor in interminable lines, and little, dirty, vicious-looking steam-tugs twirling in and out among them; and there were grim-looking muzzles of guns protruding through embrasures, and peripatetic fur caps and bayonets behind parapets of very solid masonry.

They were protected by high iron sides supposed to be proof against rifle-balls, and, when supplied, had been furnished each with a little boat, a rope, and four rough sweeps or oars. They had no other furniture or belongings, and were to be moved either by steam-tugs or by the use of the long oars which were sent with them.

Steam-tugs, taking advantage of the tide, laboured up-stream in the teeth of the wind, towing processions of dark floats and barges. Long banners of smoke, ragged and fleeting, swept wildly away from the mouths of the tall chimneys of Thorneycroft's Works, which rose black into the low, wet sky.

Up at Norfolk a gay holiday party was embarking on steam-tugs, to accompany the Confederate ship and witness the total destruction of the Union fleet. No thought of defeat ever entered the minds of the proud believers in the new iron-clad of the Confederacy. At the first sign of life on board the "Merrimac," the "Monitor" began her preparations for the battle.

I drifted past more barges coming up, and more steam-tugs; past river lawns, where gay parties were now sipping claret-cup or playing tennis. By-and-by, I began to meet pleasure-boats and to admire their manner of progress. First there came a gentleman in white flannels, walking on the tow-path, with a rope round his waist, towing a boat in which two ladies were comfortably seated.
