The thorny subject of Politics has had many victims, and not a few English authors who have dealt in State-craft have suffered on account of their works. The stormy period of the Reformation, with its ebbs and flows, its action and reaction, was not a very safe time for writers of pronounced views.
No man, as Prince Bismarck declared, is to be trusted in state-craft until he can show a stomach. A lack of stomach betokens lack of mental solidity, of humanity, of capacity for going through with things; and these three qualities are essential to statesmanship.
He was nearly sixty, a thorough disciple of Epicurus, a heavy player, rich, eloquent, a master of state-craft, highly popular at Genoa, and well acquainted with the hearts of men, and still more so with the hearts of women. He had spent a good deal of time at Venice to be more at liberty, and to enjoy the pleasures of life at his ease.
That king who is incompetent to discharge the duties of state-craft, who is governed by caprice in all his acts, and who indulges in brag, soon meets with destruction even if he happens to be ruler of the whole earth.
By his advice the lunar year was abolished, the civil year regulated entirely by the sun, and the Julian calendar introduced. The Macedonian rulers of Egypt have been blamed for the manner in which they dealt with the religious sentiment of their time. They prostituted it to the purpose of state-craft, finding in it a means of governing their lower classes. To the intelligent they gave philosophy.
The great master of state-craft could more easily have borne to hear himself condemned as a ruler than to see his work of art despised. A man who is sure of having done some thing great can smile at blame, but he, who is not confident in himself has reason to dread it, and is easily drawn into hating the critic who utters it.
On the contrary, the incumbent of the exalted position of chief executive of this grand old commonwealth should be a gentleman of character, of ability, the worthy successor of Shelby, of Morehead, of Crittenden; he should be a gentleman of scholastic attainments and of dignified bearing, well versed in classic lore and a thorough student of the higher order of state-craft.
He was sufficient unto himself for all the purposes of his daily life; to the product of his own plough and hunting-spear he looked for the maintenance of himself and his family, and the loose organization which we may call the state existed simply so as to enable him to live in comparative peace, or gain advantage in war perhaps the first example of the new power in state-craft which was to revolutionize the political principles of the world; the individual lived no longer simply to support the state, but the state existed solely to protect and aid the individual.
People of more sensitive organizations may be shocked, but we are glad that in this our true war of independence, which is to free us forever from the Old World, we have had at the head of our affairs a man whom America made, as God made Adam, out of the very earth, unancestried, unprivileged, unknown, to show us how much truth, how much magnanimity, and how much state-craft await the call of opportunity in simple manhood when it believes in the justice of God and the worth of man.
