Apart from the poor-law system, the actual feudal serfdom, which gave landowners great powers over the peasantry on their estates, was not abolished until the reign of Charles II. We have a similar history of matters in Scotland.

Sometimes they chafed in their bondage; sometimes they tore themselves free and said their serfdom was ended; but sooner or later they always came back penitent and worshiping. Uninured to arms, and accustomed to obedience, they looked for a fresh master, and sunk into servitude and serfdom, from which they never emerged.

The number of freemen through the country was larger, but the serfdom of the great majority can scarcely have been much influenced by these individual cases. The commutation of services, however, and still more the abandonment of demesne farming by the lords of manors, were general causes conducive to freedom.

It was put to each to choose whether he would like a place in any royal manor, with cottage and land equal to those they gave up, or else to be entirely free from serfdom, and to go where they chose.

And then the Woman, thus taught by her lords, has begun to retort in these latter days by endeavoring to enslave the Man in return. Unable to conceive the bare idea of freedom for both sexes alike, she seeks equality in an equal slavery. That she will never achieve. The future is to the free. We have transcended serfdom.

A society founded on serfdom is in keeping with absolute monarchy; a society based on the wage system and the exploitation of the masses by the capitalists finds its political expression in parliamentarianism.
