This policy somewhat resembles the supineness for which England has herself to blame, when she refused her assistance to the Southern States in the American War of Secession, and thus allowed a Power to arise in the form of the United States of North America, which already, although barely fifty years have elapsed, threatens England's own position as a World Power.

President Buchanan, in his message, following the advice of his attorney-general, Jeremiah S. Black of Pennsylvania, both of them honest and patriotic men, but legalists rather than statesmen argued that Secession was wholly against the Constitution, but its forcible repression was equally against the Constitution.

After the secession is effected, then will be the time to consult. But he is of opinion, most strongly, that whatever action is resolved on should be consummated on the 4th of March, not before. That while the action determined on should be decisive and irrevocable, its initial point should be the 4th of March. He is opposed to any Southern convention, merely for the purpose of consultation.

Clopton, of Alabama, declined voting because the State of Alabama is proceeding to consider in a convention what action is required to maintain her rights, honor, and safety. Believing that a State has the right to secede, and that the only remedy for present evils is secession, he would not hold out any delusive hope or sanction any temporizing policy. Mr.

But since the war began it had been in the hands of the seceders. In fact, it stood there in the middle of the battle-field, on the very line of division between loyalism and secession. And this was the spot which Washington had selected as the heart and center, and safest rallying homestead of the united nation which he left behind him.

The light touch in some of her genre pictures is admirable, and in contrast, the portrait of her father the court preacher displays a masculine firmness in its handling, and is a very striking picture. Our author, whom we may designate, without violating any confidence, as Mr. George Sidney Fisher, devotes an elaborate preface, which is itself a third essay, to discussing the invasion of Virginia by John Brown and the Southern threats of secession, drawing from the foray of Harper's Ferry a conclusion very different from that of the disunionists. In his own words,

I said, "I was so busy thinking how completely it proved too that Brigham Young is right about polygamy that it quite weakened the force of the argument for me." President Lincoln, however, had made up his mind to do all he properly could to placate the South. None knew better than he, the history of this Secession movement, as herein described. None knew better than he, the fell purpose and spirit of the Conspirators.

While Buchanan, early in the month, was weeping over the pitilessness of fate, more practical Northerners were grappling with the question of what was to be done about the situation. In their thoughts they anticipated a later statesman and realized that they were confronted by a condition and not by a theory. Secession was at last a reality. Which course should they take?
