Eliminate the attack upon an enemy's sea-borne commerce from the conditions of naval war, in which heretofore it has been always a most important factor, and the sacrifice of life will be proportionately increased, for two reasons: First, the whole decision of the contest will rest upon actual conflict; and, second, failing decisive results in battle, the war will be prolonged, because by retaining his trade uninjured the enemy retains all his money power to keep up his armed forces.

Enough to repeat that the land, always the sailor's objective in eluding the triple cordon of sea-borne gangs, was ringed in and surrounded by a circle of land-gangs in every respect identical with that described as hedging the southern coast, and in its continuity almost as unbroken as the shore itself. Both sea-gangs and coast-gangs were amphibious, using either land or sea at pleasure.

The necessary convergence of lines towards that state's ports shows that some portion of them would have to be traversed, or their traversing be attempted, by expeditions meant to carry out either invasion or raids. If, therefore, the enemy can be excluded as above mentioned, invasions, raids, and the more serious molestation of sea-borne commerce by him will be prevented.

The naval control of the seas will best be left in British hands. No people has a graver or more immediate interest in the freedom and security of the sea-borne trade; and the United Kingdom has shown that it is to be trusted in that matter.

On the other hand, the Allies had maintained supremacy on the seas, had captured all but one of the German colonies, and still held all German sea-borne trade in a vise of steel. Not one of the armies of the Allies other than that of Serbia had been struck down; each of them was hard at work raising new armies and developing the supply of munitions.

We could probably shut off most of the enemy's sea-borne commerce; and the war would become one of endurance between our fleet, on the one hand, and the economic forces and the morale of the enemy country on the other hand.

In her diplomacy England has given no blank cheques; in her armaments she has cut down expenditure to the minimum that, with reasonable good fortune, might enable her to defend this country and English sea-borne trade against any probable combination of hostile Powers. Let us consider the development of the diplomatic situation since 1870, the so-called race of armaments since 1886.
