Sarrail's objective was Monastir, an eccentric route to Sofia or the Danube, and the British troops along the Struma were not cast for the part of an advance towards Rumania. Bulgaria, moreover, was not yet Rumania's enemy, and had shown signs of remaining neutral.
It was at this juncture that the Rumanians, pushing on to Budapest, resolved, come what might, to put an end to the intolerable situation and to make a clean job of it once for all. And they succeeded. For Rumania's initial military reverse was the result of a surprise attack by some eighty thousand men.
The ascendancy which his high personal character, his political and diplomatic skill, his military capacity procured for him over the Rumanian statesmen made this situation a lasting one; indeed it became almost a tradition. Rumania's foreign policy since 1866 may be said, therefore, to have been King Carol's policy.
A considerable and undesirable element of Rumania's population consists of gipsies, whence their name of Romany, or Rumani. In 1883 King Carol accepted a secret treaty of defensive alliance from Austria.
