Here the stipulated Russian three divisions, composed partly of Serbs who had escaped into Rumania in 1915 and of Jugo-Slavs taken prisoners by the Russians from the Austrian forces, came to Rumania's assistance; and Mackensen was not only held, but driven back some fifteen miles.
There was an amusing retort, the afternoon I returned to Bucarest, to one of the fire-eating retired generals, picturing the quaint old fellow as thinking that people were born only to die bravely, and knowing nothing of Rumania's rule as the "defender of Latinism" in the Balkans, "tooting the funereal flute and showing us the mountains there is to be your tomb!"
When the means provided by America come to be employed to keep going the anarchy of central Europe, Rumania's disorder, Greece's adventures and Poland's violences, together with Denikin's and Wrangel's restoration attempts, it is better that all help should cease. In fact, Europe has begun to reason a little better than her governments since the financial difficulties have increased.
Such an opportunity was lost by Russia through her short-sighted policy in Bessarabia that of remaining the natural ally of Rumania against Rumania's natural foe, Austria-Hungary.
And to make matters worse, Rumania's official representatives at the Conference had been not merely ignored, but reprimanded like naughty school-children by a harsh dominie and occasionally humiliated by men whose only excuse was nervous tenseness in consequence of overwork combined with morbid impatience at being contradicted in matters which they did not understand.
The promised Russian supplies fell short, eaten up perhaps by Brussilov's requirements, and partly, it was said, surreptitiously withheld in the interest of Stuermer's treacherous design of a separate peace with Germany at Rumania's expense.
There was a time, when the Russians were taking Przemysl, when Rumania's tide seemed to be at the flood if ever it was going to be.
"You will see that we shall be spurned as Laodiceans, or worse, before the Conference is over." Rumania's external situation was even more perilous than her domestic plight. Situated between Russia and Hungary, she came more and more to resemble the iron between the hammer and the anvil. A well-combined move of the two anarchist states might have pulverized her.
The two statesmen failed to agree on the Cabinet question; M. Jonescu kept aloof from office, and the post of second delegate fell to Rumania's greatest diplomatist and philologist, M. Mishu, who had for years admirably represented his country as Minister in the British capital.
To the conference which met in Constantinople at the end of 1876 to settle Balkan affairs he addressed the demand that 'should war break out between one of the guaranteeing powers and Turkey, Rumania's line of conduct should be dictated, and her neutrality and rights guaranteed, by the other powers'. This démarche failed.
