Its nearest neighbours were now the less-Romanized Britons of districts like Cornwall and the foreign Celts of Ireland and the north. These were weighty influences in favour of a Celtic revival.
Our religion has been Judaized, it has been Romanized, it has been Orientalized, it has been Anglicized, and the time is at hand when it must be AMERICANIZED! Now, Sir, you see what Americanizing is in politics; it means that a man shall have a vote because he is a man, and shall vote for whom he pleases, without his neighbor's interference.
Whatever room there may be for survival of native customs or institutions, we have no evidence that they survived, within the Romanized area, either in great amount or in any form which contrasted with the general Roman character of the country. The use is so firmly established, both in England and abroad, that it would be idle to attempt to alter it.
With a civilization which had been ripening for centuries under Oriental skies, rich in wisdom, learning, culture, science, and in art, they had come into Europe, infidels though they were, to build up and not to destroy. The Roman conquest of Spain had civilized a barbarous race. The Gothic conquest of Romanized Spain had converted an effete civilization into a strong semi-barbarism.
The central position occupied by ancient Belgium, which had been the cause of its efflorescence in the first years of the ninth century, was also the cause of its decadence after the death of Charlemagne . From the competition which arose at the time date the age-long rivalries between France and Germany and the tribulations of the territories lying between them, which, though claimed in turn by both Powers, and including a half romanized and half Germanic population, were neither French nor German, but possessed an individuality of their own.
