There seems ample evidence to prove that the Romanized Celts, whom our Teutonic forefathers found here, influenced materially the character of our nation. But the main stream of our people was and is Germanic. Our language alone decisively proves this.

By an accident comparatively recent, the protagonist of chaos in these things happened to be that rigid but curiously amorphous power which Prussia has wielded for many years to no defined end. The protagonist upon the other side of the arena was that same Romanized Gaul which had ever since the fall of the Empire least lost the continuity with the past whereby we live.

Not among our English forefathers only, but among all the peoples of mediaeval and modern Europe has the struggle gone on, with various and instructive results. In all parts of romanized Europe invaded and colonized by Teutonic tribes, self-government attempted to spring up.

After the Etruscans had been repeatedly defeated, the whole of southern Etruria as far as the Ciminian hills remained in the hands of the Romans, who formed four new tribes in the territories of Veii, Capena, and Falerii , and secured the northern boundary by establishing the fortresses of Sutrium and Nepete . The "Gauls in the breeches," as the inhabitants of southern Gaul were called by way of contrast to the "Gauls in the toga" of northern Italy, were not indeed like the latter already completely Romanized, but they were even now very perceptibly distinguished from the "longhaired Gauls" of the northern regions still unsubdued.
