During the last year the Philippine Islands have been slowly recovering from the series of disasters which, since American occupation, have greatly reduced the amount of agricultural products below what was produced in Spanish times. The war, the rinderpest, the locusts, the drought, and the cholera have been united as causes to prevent a return of the prosperity much needed in the islands.
But with even their aid the war dragged on until it threatened to last to the rainy season, when the troops must have gone into winter quarters. Had they done so, the cost of keeping them would have fallen on the Chartered Company, already a sufferer in pocket from the ravages of the rinderpest and the expenses of the investigation which followed the Jameson raid.
For the ostensible purpose of helping burghers who had been ruined by the rinderpest the President arranged for the purchase of large numbers of donkeys to be used instead of oxen for draught purposes, and he also arranged for the importation of quantities of mealies to be distributed among those who were supposed to be starving.
In the Philippines the farmers object to the quarantine restrictions that would save their carabao from rinderpest; they object to the regulations that look to stamping out cholera, and I suppose the isolation and colonization of lepers, who formerly ran at large, has also been unpopular. In spite of opposition, vaccination is now general; pock-marked Filipinos will not be so common in future.
Later in my tour, when at Klausenburg, I had an opportunity of seeing an extensive dairy where upwards of a hundred buffalo cows were kept. The farm alluded to is admirably managed, and, I am told, yields very profitable returns.
