My guest at dinner-time revealed traces of breeding and distinction which I had not previously observed in him. He was obviously a man of birth, and one who had mixed in the very best society of other capitals, save London alone. He ate very little, but he drank two glasses of my "Regents" Chambertin, with the air of a critic.
There served as its ostensible ground the continuance of the system of clubs and bands in the capital, which by acts of bribery and violence certainly exercised the most pernicious pressure on the elections as well as on the jury-courts and kept it in a perpetual state of disturbance; we must allow that this rendered it easy for the regents to justify their exceptional measures.
And first of all, in the Fodder Street he held dispute against all the regents or fellows of colleges, artists or masters of arts, and orators, and did so gallantly that he overthrew them and set them all upon their tails.
The first was to avert adoptions having the effect of combinations; the second, to prevent adoption of Imperial princes into other families. The Bakufu sought, as far as possible, to bring about the taking of the tonsure by all princes of the Blood who were not in the direct line of the succession, and to keep these princes from attaining to the posts of regents or ministers of State.
It was a different question whether the regents, at least for the present, were determined to keep together and mutually to acknowledge without reserve their title to rank as equals. That this was the case with Caesar, in so far as he had acquired the interval necessary for the conquest of Gaul at the price of equalization with Pompeius, has been already set forth.
This suffered a precarious existence, though much appreciated by the students, until in 1914 the Regents made an appropriation for its support which enabled it to blossom out as one of the most creditable college bands in any American University. Not only does it play at all football and baseball games, but it has come to be indispensable during such occasions as the annual Commencement.
Nevertheless the republican party was not yet deprived of all hold in the courts, and it was never weary of directing political impeachments, not indeed against the regents themselves, but against their prominent instruments.
This happy state of affairs continued from 1852 to 1858, when, in conformity with the constitutional provision of 1850, a new Board of Regents succeeded the one which had chosen him as President.
The Governor and the Board of Regents approved this plan but the Superintendent of Public Instruction, with a better sense of realities, refused his assent. He maintained that a university did not consist of fine buildings, "but in the number and ability of its Professors, and in its other appointments, as libraries, cabinets, and works of art."
"I do not suppose that such works as those issued by the Smithsonian regents are appreciated by all who turn them over, but the ignorant learn that such things exist; they perceive that a higher cultivation than theirs is in the world, and they are stimulated to strive after greater excellence. So I steadily advocate, in purchasing books for the Atheneum, the lifting of the people.
