The Scottish cause gained in Pope Boniface VII. a powerful advocate soon after, and the unsubdued districts continued to obey a Regency composed of the Bishop of St. Andrews, Robert Bruce, and John Comyn. These regents exercised their authority in the name of Baliol, carried on negotiations with France and Rome, convoked a Parliament, and, among other military operations, captured Stirling Castle.
He appointed four regents, whose special task was to show him how to rule; but in the edict delegating his authority to them he expressly limited its application to the period of mourning, covering a space of four years; and as a measure of precaution against any undue ambition he made the office terminable at his discretion.

While the immediate government of the University was to be entrusted to the respective Faculties, the Regents had final authority in the regulation of courses and the selection of textbooks, and were empowered to remove any professor, tutor, or other officer, when in their judgment the interests of the University required it. The fees were to be $10 for residents of the State.
Thus in the Act of March 18, 1837, the Regents are empowered to "enact laws for the government of the University," and to appoint the professors and tutors and fix their salaries. The number of professorships was specified and fixed at thirteen; though it was provided in the first organization that;
The regents could thus arrange Italian affairs at their pleasure and more thoroughly than before. Italy and the capital obtained practically a garrison although not assembled in arms, and one of the regents as commandant.
