The lessons the struggle on the Marne, in Flanders and Gallipoli was teaching were by no means unheeded, however, and a strong movement for military training in the University developed as early as November, 1914, when a petition signed by fifty members of the Faculty, including the Deans of the Medical, Engineering, and Law Schools, for the establishment of a military course in the University was presented to the Regents.
There was no doubt that the Regents must be appointed by Parliament. The effect, therefore, of this contrivance, a contrivance intended to preserve unimpaired the sacred principle of hereditary monarchy, would be that the monarchy would become really elective. Another unanswerable reason was urged against Sancroft's plan.
The connection with the Medical and Chirurgical Faculty was severed and the members of the four faculties, under the name of the Regents of the University of Maryland, were to have full powers over the University and be permitted to hold property not exceeding $100,000 in yearly value.
Having handed this to the messenger, Pedro burst into tears and retired to his private apartments. Six days later he sailed from the harbour of Rio in an English man-of-war, leaving Brazil and his child for good. Dom Pedro II. was but five years old when his father abdicated in his favour on April 7, 1831, and, during his minority, the government of the country was entrusted to Regents.
For instance, the direction of public instruction centres in the hands of the government. The legislature names the members of the university, who are denominated regents; the governor and lieutenant-governor of the state are necessarily of the number. Revised Statutes, vol. i., p. 455.
"Except in the general way that he is responsible for the enforcement of the laws as to all classes, the President has nothing to do with the faculties of medicine and education, which are controlled by boards of regents of their own, in which the President is ex-officio chairman, and has the casting vote.
The Negroes will openly assert that he is in the pay of the reactionary whites, whose purpose is to keep the Negro down; and the incumbent himself will tell his board of regents how much he is opposed by the Negroes because he labors for the interests of the white race.
This actually proved worse than nothing, for it increased tenfold the difficulties of the University and precipitated a long and violent discussion which nearly disrupted the Medical Department. The Regents were not compelled to take the money; so they postponed action and sought to evade the issue by proposing to establish a Department of Homeopathy in some other place than Ann Arbor.
But we should probably be wrong in assuming that either religion or art or literature for their own sakes constituted the sole motive of the Hojo regents in thus acting.
The Hollanders, as a race, were not office seekers, but were singularly docile to constituted authority, while their regents as the municipal magistrates were commonly called were not very far removed above the mass by birth or habitual occupation.
