While Carlyle was proclaiming the gospel of labor, and Dickens writing novels to better the condition of the poor, Macaulay went vigorously to work on what he thought to be the most important task of the hour, and by his brilliant speeches did perhaps more than any other single man to force the passage of the famous Reform Bill.

Says an Indian writer, speaking of Indian town life: "There is no common measure of social conduct.... Hitherto, social reform in India has taken account only of individual or family life. As applied to mankind in the mass, and especially to those soulless agglomerations of seething humanity which we call cities, it is a gospel yet to be preached."

Would they have us wait till the whole tragicomedy of 1827 has been acted over again? till they have been brought into office by a cry of 'No Reform, to be reformers, as they were once before brought into office by a cry of 'No Popery, to be emancipators? Have they obliterated from their minds gladly, perhaps, would some among them obliterate from their minds the transactions of that year?

The English reformers were resolved to brave the worst that Pitt could do to them, and challenged the fate of their Scottish comrades. They prepared in their turn to hold a "Convention" for Parliamentary Reform, and showed a doubtful prudence in keeping its details secret while the intention was boldly avowed. The counter-stroke came promptly.

In the following year Mr. Grey brought forward the celebrated petition of the Friends of the People in the House of Commons. It exposed the abuses of the existing electoral system and presented a powerful argument for Parliamentary Reform.

Astell told me the Duke's declaration against Reform had injured him in the City. Saw Wortley, and had a long conversation with him respecting the state of the Government. He thinks we cannot go on. The Duke's declaration against Reform has made it impossible for any to join him, and upon the question of Reform it is doubtful if we should have numbers enough.

You might see me to-morrow morning, Tuff, and I'll have something for you." All bedecked with light and all ablaze with color, the Cooper Union was fast filling up with the friends of Reform. So enormous had the crowds in Astor Place become that, although the hour was early, Colonel Sneekins had wisely concluded to wait no longer, but at once to let them in.

At the present moment I can see only one question in the State, the question of Reform; only two parties, the friends of the Reform Bill and its enemies. It is not my intention, Sir, again to discuss the merits of the Reform Bill.

It were almost as easy for the sun to call up vegetation by the side of an iceberg, as for the abolitionists to move the South extensively, whilst their influence is counteracted by a pro-slavery spirit at the North. How vain would be the attempt to reform the drunkards of your town of Lexington, whilst the sober in it continue to drink intoxicating liquors!

Again, therefore, a very necessary reform would be achieved on strictly constitutional lines.
