About twenty native pastors have been ordained, settled, and entirely supported by their own congregations. The Presbytery has grown so large that it has to be divided into two presbyteries; and these, with the Presbytery of Swatow, where brethren of the "English Presbyterian Church" are working, will form the Synod of the native Presbyterian Church in those regions of China.

These ordinances regulated inns and markets, the building and repairs of churches and presbyteries, the construction of bridges, the maintenance of roads, and all those matters which could affect the comfort, the convenience, and the security of the community at large.

First, it threw into many separate presbyteries a considerable accession of voters all owing their appointments to the General Assembly. This would at once give a large bias favourable to their party views in every election for members to serve in the Assembly. Even upon an Assembly numerically limited, this innovation would have told most abusively.

Touching congregational elderships, consisting of the ministers and ruling elders of the several single congregations, which are called the lesser assemblies, or smaller presbyteries, and which are to manage and order all ecclesiastical matters within themselves, which are of more immediate, private, particular concernment to their own congregations respectively; and consequently, of more easy dispatch, and of more daily use and necessity.

How did the Scottish clergy obey them? There were added at once to the presbyteries, which are the organs of the church power, two hundred and three clerical persons for the chapels of ease, and forty-two for the highland churches making a total of two hundred and forty-five new members. The effect of this change, made in the very teeth of the law, was twofold.
