Flowers in autumn; native country, Paraguay. Under cultivation, it grows quicker than is usual with plants of this genus, and it is also exceptional in the regular and abundant production of its flowers. It has been a rarity in European collections for many years, and, although easily grown, it is often killed through wrong treatment.
The Portuguese bought these articles of the Flemish, English, and French, loaded them at Lisbon and Oporto, ran their vessels to Brazil and up the La Plata as far as navigation permitted, and then transported the goods overland through Paraguay and Tucuman to Potosi and even to Lima.
In those of the Jesuits of Paraguay, the condition of the blacks is said by all travellers to be as miserable as that of slaves; and it is a fact that the good Fathers were obliged to surround themselves with ditches and walls to prevent their new converts from escaping.
Besides, the Prussian was moderately fond of the chase, and to such a man the great pampas region, with its pumas and jaguars, its ostriches, wild horses, and grand guazuti stags, offered an irresistible attraction. There he could not only indulge his natural taste, but luxuriate in them. He, too, had resided nine years in Paraguay, and something more.
It may be so; it is possible that the Jesuits were wrong in the conclusions they came to as regards the governing or guiding of human nature; all I can say is, that the perfect order reigning throughout the colony they had formed, the respect for the clergy, the cheerful obedience to laws, the industry and peaceful happiness one saw at every step, made an impression on me I have never forgotten; and when I compare it with the discord, the crime, and the hatred of all authority which is now prevailing, alas! in most civilised countries, I look back to what I saw in Paraguay with a sigh of regret that such things are of the past.
Root was of the opinion that the Senate was right in insisting on what it considered to be its duty in amending the treaties, but I do know that he negotiated arbitration treaties with Austria, China, Costa Rica, Denmark, France, Great Britain, Haiti, Italy, Japan, Mexico, The Netherlands, Norway, Paraguay, Peru, Portugal, Salvador, Spain, Sweden, and Switzerland, every one of which treaties contained the stipulation that the special agreements referred to in article two were to be made by the President of the United States, by and with the advice and consent of the Senate.
A succession of actions now took place on land, and the Paraguayans, although fighting with a desperate heroism, were gradually beaten back and driven across their own frontiers. At the same time, the army which had invaded Brazil retired in sympathy, and the scene of the war changed to Paraguay itself, which was in its turn invaded by the forces of the triple alliance.
Compelling the bishop of Asuncion to resign on account of senile debility, Francia himself assumed the episcopal office. Even intermarriage among the old colonial families he prohibited, so as to reduce all to a common social level. He attained his object. Paraguay became a quiet state, whatever might be said of its neighbors!
Louisiana, Florida, Mexico, the Central American States, Venezuela, Colombia, Ecuador, Bolivia, Peru, Chile, Paraguay, Uruguay, and the Argentine Republic were all under the rule of Spain.
It was in the year 1526 that he sailed up the noble river which he named the Rio de la Plata, a name suggested by the bars of silver which he obtained from the Indians on its banks. Sailing some hundred miles up the Paraguay River, he built at the mouth of the river Zarcaranna a stronghold which he named the Fort of the Holy Ghost.
