On the proposal of the tribune of the people Gaius Mamilius Limetanus, in spite of the timid attempts of the senate to avert the threatened punishment, an extraordinary jury-commission was appointed to investigate the high treason that had occurred in connection with the question of the Numidian succession; and its sentences sent the two former commanders- in-chief Gaius Bestia and Spurius Albinus as well as Lucius Opimius, the head of the first African commission and the executioner withal of Gaius Gracchus, along with numerous other less notable men of the government party, guilty and innocent, into exile.
Three hundred died with Tiberius, three thousand were put to death for his brother's sake. With the goods of the slain and the dowries of their wives, Opimius built the Temple of Concord on the spot where the later one still stands in part, between the Comitium and the Capitol. The poor of Rome, and Cornelia, and the widows and children of the murdered men, knew what that 'Concord' meant.
Opimius, poor amid silver and gold hoarded up within, who used to drink out of Campanian ware Veientine wine on holidays, and mere dregs on common days, was some time ago taken with a prodigious lethargy; insomuch that his heir was already scouring about his coffers and keys, in joy and triumph.
Adjoining this temple, Opimius, the consul, erected the Basilica Opimia, which was used by the silversmiths, who were the bankers and pawnbrokers of Rome. The whole quarter on the north side of the Forum, where this basilica stood, was the Roman exchange the focus for all monetary transactions.
The consul Lucius Opimius took his measures to put down by force of arms the insurrection for the overthrow of the republican constitution, as they were fond of designating the events of this day. He himself passed the night in the temple of Castor in the Forum.
His proposal was meant to limit the exercise of undue influence at the Comitia, and although the law doubtless referred to legislative meetings summoned for every purpose, it was chiefly directed to securing the independence of the voter in such public trials as still took place before the people, and was perhaps inspired by scenes that might have been witnessed at the acquittal of Opimius one year previously.
The position of the government was more secure, the conscience of the people more easy than it had been after the massacre of Tiberius Gracchus and his followers. This feeling of security on the part of the government, and of acquiescence on that of the people, was soon put to the test by the prosecution of the ex-consul Lucius Opimius.
This outburst of anger, a very natural consequence of his own humiliating plight, is said to have been kindled by the knowledge that the larger portion of the mob had already listened to a promise of amnesty and had joined the forces of Opimius. Unlike most imprecations, that of Gracchus was destined to be fulfilled.
Opimius, after he had ceased to preside at his death-dealing commission, expressed the view that he had removed the rabies of discord from the State by the foundation of a temple to Harmony.
It was all the more so in the present instance, because after the fall of Gaius and the sweeping and bloody prosecutions of Opimius there existed at the moment absolutely no one, who, either by blood-relationship to the fallen chief of the state or by preeminent ability, might feel himself warranted in even attempting to occupy the vacant place.
