The Executive power, with its tremendous bureaucratic and military organization; with its wide-spreading and artificial machinery of government an army of office-holders, half a million strong, together with a military force of another million men ; this fearful body of parasites, that coils itself like a snake around French society, stopping all its pores, originated at the time of the absolute monarchy, along with the decline of feudalism, which it helped to hasten.
No man in America has ever stood up so persistently and effectively for the dignity of human nature, knowing himself for a man, and the equal of any and all governments. In that sense he was the most American of us all. He needed no babbling lawyer, making false issues, to defend him. He was more than a match for all the judges that American voters, or office-holders of whatever grade, can create.
That the Irish have almost as great a passion for office-holding as the Spanish, we long ago learned in New York, where the percentage of Irish office-holders considerably exceeds the percentage of Irish citizens.
It is at this point that patronage becomes overwhelmingly effective. Several of those office-holders were shown telegrams from Washington, which meant their removal unless they did as directed by Senator Conkling. When the convention met the next day, the office-holders kept their heads on their shoulders, and my dear and valued old friend, Andrew D. White, was elected chairman of the convention.
It will be remembered that the Pendleton civil service act of 1883 had forbidden the assessment of office-holders in political campaigns, and had made it necessary to procure funds elsewhere.
In it were to be found many merchants and the bankers from Florence, Genoa, and Siena, while numerous papal office-holders, as well as the most famous courtesans dwelt there. On the other hand, the number of old, noble families in Ponte was not large, perhaps because the Orsini faction did not permit them to thrive there.
On such advice as this many, indeed most, of the refugees remained in Canada, and after the war, in which many of them fought, were of great service in building up that country. Nova Scotia and New Brunswick received the larger number of them; they became leaders of the bar, judges, physicians, prominent office-holders.
Not only did he firmly take this stand as to his own nomination, but enforced it even more rigidly in cases where he learned that Federal office-holders were working to defeat the return of certain Republican congressmen.
Grimes to furnish a good reason for suspending the Act, replied that "owing to the peculiar circumstances that have attended the last administration, it is desirable that there should be an immediate and general removal of the office-holders of the country as a rule; and as an agency of that removal, subject to our approval when we meet again in confirmation of their successors, these bad men being put out, we are willing to trust this Executive with that discretion."
Yet such as these even are commonly esteemed good citizens. Others as most legislators, politicians, lawyers, ministers, and office-holders serve the state chiefly with their heads; and, as they rarely make any moral distinctions, they are as likely to serve the devil, without intending it, as God.
