All the federal office-holders, all the postmasters and their assistants, revenue collectors, inspectors, clerks, marshals, deputies, consuls, and ambassadors were a part of the organization, contributing to its maintenance. We often hear today of the "Federal Crowd," a term used to describe such appointees as still subsist on presidential and senatorial favor.
Speaking broadly, their main objects were to abolish the system of hereditary office-holders; to differentiate aristocratic titles from official ranks; to bring the whole mass of the people into direct subjection to the Throne, and to establish the Imperial right of ownership in all the land throughout the empire.
Long before eleven o'clock the paths to the state-house were thronged with people. Beside the office-holders and their friends who were in town, there were many residents of the capital city in the habit of going to hear the livelier debates.
It seemed as though Congress would adjourn, leaving our civil and diplomatic service penniless. The work is far from finished even yet. There are still masses of office-holders who can be used by an unscrupulous Administration to debauch political conventions and fraudulently overcome public sentiment, especially in the "rotten borough" districts those where the party is not strong, and where the office-holders in consequence have a disproportionate influence.
In accomplishing the registration there had been little opposition from the mass of the people, but the press of New Orleans, and the office-holders and office-seekers in the State generally, antagonized the work bitterly and violently, particularly after the promulgation of the opinion of the Attorney-General.
Removals of federal office-holders in order to repay party workers are unheard of. The executive council may employ experts for special tasks, it has the right to introduce bills in the Federal Assembly, and each councilor has a "consultative voice" in both houses.
President Hayes also strongly condemned political assessments upon office-holders, but with small practical effect. The alarming increase of corruption in political circles generally, after the war, helped to create popular sentiment for reform. Corrupt "rings" sprang up in every city.
