Alexander MacKenzie, Blake, Mowat, George Brown, Laurier, Cartwright, Fielding all the dyed-in-the-wool ultra Whigs of the Liberal party practically held their party together for the thirty lean years out-of-office by promises and repeated promises of reciprocity with the United States the instant they came into office.
Before the hour for the feast arrived that night, Mowat got out his violin and went into one of the rooms of the new house to put it in order. The window of the room looked towards the back of the house, where the forest was seen just beyond the plateau. Drawing a bench to the window, he sat down and opened the case.
Sir George E. Foster, then Minister of Finance for the Dominion of Canada, Sir John A. Macdonald, the Prime Minister, and Sir Oliver Mowat, the Premier of the Province of Ontario, lent their patronage to the movement. The writer was associated in the work, and appeared in the first Gazette as a Captain of the new corps.
A motion that three members of the Opposition should enter the government was not so generally supported, eleven members, including Alexander Mackenzie and Oliver Mowat, voting in the negative. The Lower Canadian Reformers held aloof, and in the subsequent debate in the legislature, strongly opposed confederation. On June 21st he wrote to Mr.
Foreseeing the possibility of grave constitutional problems arising he put the portfolio of justice into the hands of the wisest and most venerable of Liberals, Sir Oliver Mowat.
An Equal Rights Association was formed to resist the danger of Catholic domination which many believed imminent. It had less influence in the politics of the Dominion than in the politics of Ontario, where Oliver Mowat was solemnly accused of having conspired with Honoré Mercier to raise the Jesuits to power. It contained many able and sincere men, yet its influence soon ceased.
Another minute and they were shaking hands amid a chorus of surprised and hearty questions and replies. "Is Louis Lambert with you?" asked Victor, after mutual explanations had been given. "No," said David Mowat, with a laugh, "he's got other fish to fry at home." Poor Ian winced, for he at once pictured to himself Elsie as the mermaid hinted at.
On this occasion the electors were assured that the alternative presented to them was to vote for 'Mowat and the Queen' or 'Morrison and the Pope. Mowat at once took a prominent position in the Liberal ranks, and formed one of George Brown's 'Short Administration. Among those who first entered parliament at the general elections of 1857 were Hector Langevin and John Rose.
"There iss no doubt," remarked MacSweenie, as he surveyed the banks of the river, "that the place is no' that bad, but in my opeenion the summer will be short, whatever, an' the winter it will be long." "Ye may be sure that you are not far wrong if it's like the rest o' this country," replied Mowat.
Free access to the sea by the St. Lawrence, free trade between Upper and Lower Canada, were urged as reasons for continuing the union. Oliver Mowat made a closely reasoned speech on the same side. Representation by population alone would not be accepted by Lower Canada. Dissolution was impracticable and could not, at best, be obtained without long agitation.
